Group and Label Content
Often, it is good to take the master content inventory list and write each item on a separate index card.
Have several people from different departments group the content into areas.
Have them come up with a label for each group (About Us, Products, Customer Service, etc.)
Observe the trends of the grouping and labels from different people. Remember the scenarios and the time you spent checking out competition.
Create order from chaos by defining the final content groupings and labels.
Have people review your final results and come to an agreement.
